The Town of Richwood met for a Special Meeting held August 21,2025 at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order @ 7:00 P.M.
II. Prayer by Mr. Nathan Brown
III. Pledge of Allegiance in unison
IV. Roll Call: All (5) Aldermen Present at Roll Call
V. Alderman Simeon Profit Alderman Janice Fleming, Alderman Deneitria Ross Alderman Donald Richard Alderman Wysinger Cleveland
VI. Adoption of the Agenda:
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitria Ross to adopt the agenda as presented.
The record shall reflect that a vote was taken to adopt the agenda as presented, with the following results: (5) Votes Yes to Adopt the agenda.

VII. Adoption of Financial Reports:
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the Financial Reports as presented.
- The record shall reflect a vote was taken to adopt the financial reports as presented with the following results: ( 5) Yes Votes to adopt the financial reports.

IX. Mayor s Dialogue
Mayor Gerald Brown- advised the forum that a table was acquired for the Sickle Cell Ball on September 11, 2025 and the State of Town Address would take place on September 24, 2025 at 10:00 a.m. at the Richwood Multi-Purpose Center.
X. Discussion regarding developing a Richwood Economic Development Board
Attorney Bill Boles- addressed the forum and provided information as to the benefits of having an Economic Development Board.
Attorney Boles -up to 2% No Vote Required for taxes to be levied against businesses to use as economic development funds.
Attorney Bill Boles- shared with the forum that the town must have an Economic Development Board established, to be able to use taxes for projects, and taxes can be used for roads, streets, development of property.
XI. Discussion of Healthy Homes Program
Ms. Ellen Hill- employed with the City of Monroe as the Director of Planning and Urban Development, shared information and advised the forum of funding received by the City of Monroe for the Safe Housing Healthy Homes program.
Ms. Hill shared with the forum that a portion of these funds is for homes built before 1978 that have children living there. The program provides for the removal of lead-based paint and makes certain repairs that would make the home safe for living.
Ms. Hill -stressed to the forum the funds are not for home improvements, but for addressing issues that would make the home safe to live.
Ms. Hill shared you can be the house owner or a renter
Ms. Hill- shared that the lead-based paint grant allows for assistance for approximately 20 houses outside of Monroe, which would benefit Richwood but applicants must apply online and are required to attend the Information Session. The applicant must come to the meeting. The property
XII. Dr. Jimmy Jones: Providing an update on grants
Dr. Jimmy Jones shared with the forum that the strategic planning portion of the grant had to be aligned with the requirements of the Delta Regional Authority and the EPA Grant opening on October 11, 2025, due to Federal changes.
Dr. Jimmy Jones shared with the forum possibility of a USDA grant which could allow farmers the ability to open a fresh food market.
Dr. Jimmy Jones also shared information on a Brownfield Grant.
XIII. Independent contract agreement for Maria Sims
It was motioned by Alderman Deneitra Ross and seconded by Alderman Donald Richard to approve a new independent contract agreement for Maria Sims.
- The record shall reflect that a vote was taken to approve the independent contract agreement for Maria Sims with the following results: (4) Votes Yes to approve the contract. XIV. Dee White: Asking permission to obtain his liquor license through the town
Mr. Dee White asked the Board permission to obtain his liquor license through the Town of Richwood.
It was motioned by Alderman Deneitra Ross and seconded by Alderman Donald Richard to deny the liquor license issuance.

- The record shall reflect that a vote was taken about the issuance of a liquor license to Dee White by the Town of Richwood with the following results: (3) No , (1) Abstain and (1) Yes Vote. XVI. Adjournment
It was motioned by Alderman Richard and seconded by Alderman Wysinger Cleveland to adjourn the Regular August 21, 2025 meeting at 8:10 p.m.
