For years, the darkness along Highway 165 was more than a mere absence of light—it was deadly. Pedestrians crossing the poorly lit 3.5 mile stretch were often invisible to drivers until it was too late. The dangerous circumstances claimed one life after another, leaving the residents of Southside Monroe in mourning. For Rep. Pat Moore, these deaths were not just statistics; they were a call to action.

In January 2019, tragedy struck when 38-year-old Gloria Anderson and her two children were hit by a car while attempting to cross the highway at night. The family’s deaths shook the community, and Moore, then serving as a Police Juror, made a vow: with God’s help, she would bring light to this deadly stretch of highway.
