Mayor, Tony Little, clash over Ellis’ CityStart plan for blacks

Although the Monroe City Council has unanimously approved a comprehensive 25 year economic plan for South Monroe, the mayor has announced Tuesday that he is starting his own plan for the Black community called “City Start.
”
