William Smart, the director of the Monroe Housing Authority, was presented with the Melvin Silverstein Award this week, one of the highest honors bestowed by the Monroe Chamber of Commerce. The award recognizes civic leaders who go above and beyond in service to the community.
Smart was presented the award at a program held at the Bayou DeSiard Country Club.
The prestigious Silverstein Award has only been given to one other African American leader in the past six decades – the late B.D. Robinson.
