The Town of Richwood met for the Regular Meeting held on December 19, 2024, at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting was Called to Order by Mayor Gerald Brown at 7:04 P.M.
II. Prayer- was offered by Mayor Gerald Brown
III. Pledge of Allegiance – recited in unison.
IV. Roll Call- Mayor Gerald Brown called roll with the following results:
The record shall reflect (5) Aldermen present at roll call.

V. Adoption of the Agenda-
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the agenda as presented.
* The record shall reflect a vote was taken to adopt the agenda as presented with the following results: All (5) Aldermen present voted yes to adopt the agenda as presented.

VI. Adoption of November 21, 2024, Regular Meeting Minutes
It was motioned by Alderman Janice Fleming and seconded by Alderman Deneitra Ross to adopt the November 21, 2024, Regular Meeting Minutes.
* The record shall reflect a vote was taken to adopt the November 21, 2024 Regular Meeting Minutes as presented with the following results: All (5) Aldermen present voted yes to adopt the November 21, 2024; Regular Meeting Minutes as presented.

VII. Adoption of Financial Reports:
It was motioned by Alderman Janice Fleming and seconded by Alderman Deneitra to adopt the financial reports as presented.
* The record shall reflect a vote was taken with the following results: (4) Aldermen voted yes to adopt the financial reports and (1) Abstain vote.

IX. Mayor’s Dialogue-
Mayor Gerald Brown – reminded the forum that the Gala Celebration in honor of Richwood’s 50th Year of Incorporation would occur this Saturday, December 21, 2024, and parking would be at the Richwood Middle School with shuttle service provided.
Mayor Gerald Brown – also shared with the forum that he had met with the auditors, Allen, Green, & Williams today and they have finished the audit, and it is a clean audit.
X. Adoption of 2025 Liquor License Permits:
Mayor Gerald Brown- advised the forum that ten businesses have liquor licenses in the town of Richwood, and it is time for renewal of these licenses.
Mayor Gerald Brown -indicated information has been provided to the Board of the businesses in the Town of Richwood which provides liquor, to assist the Board with their decision in the liquor license renewal.
* The record shall reflect the votes on the renewal of liquor licenses cast by the Board of Aldermen were cast as follows:
Beaux’s Kitchen & Kocktails: 4 Votes No and 1 Vote Yes on Renewal of License

XI. Adoption of Ordinance 2024-05 (An ordinance amending ordinance 2011-06 Security requirements for Nightclubs/Bars and or any establishment that allows consumption of Alcoholic Beverages on-premises)
Mayor Gerald Brown inquired if there were any questions or concerns about this issue.
Alderman Wysinger Cleveland- stated Beaux’s Kitchen & Kocktails doesn’t need security, everybody else has to have security, but y’all just voted down their liquor license, they don’t need to hesitate about doing business because y’all just voted their liquor license down.
Alderman Cleveland – addressed Beaux’s Kitchen & Kocktails and advised, So y’all good, you need no security, y’all remember that.
Chief Cleveland- spoke to Alderman Cleveland and stated, please don’t encourage these fellas to do the wrong thing. hat the statement he made could result in statements as he
Chief Johnny Cleveland- asked if he could say something before they start.
Chief Cleveland – addressed Alderman Wysinger Cleveland and stated, Mr. Cleveland, please don’t encourage these fellas to do the wrong thing. What you are doing is encouraging them to do the wrong thing.
Chief Cleveland- cautioned Alderman Wysinger Cleveland that he has stated a number of times that Beaux’s Kitchen & Kocktails is a club, but they are not a club they are a restaurant.
Alderman Janice Fleming- stated, that we are supposed to have certified security companies on-site at these bars, is that my understanding?
Mr. Jackson (318 Security Company) – stated, that the Town of Richwood has all his paperwork.
Alderman Janice Fleming – I appreciate, you are the only certified one, so are you working at the other sites that have liquor licenses?
Mr. Jackson (318 Security Company) -stated he had spoken with Onyx last Friday night and working on a contract with them, so Onyx and the food truck are the only ones he will be providing security.
Alderman Janice Fleming- inquired about Ray’s Blues and Sports Bar security.
Owner of Ray’s Blues and Sports Bar- replied we do have security staff on site, and we presented all the security documents and permits.
It was motioned by Alderman Donald Richard and seconded by Alderman Simeon Profit to adopt Ordinance 2024-05.
* The record shall reflect a vote was taken on the Adoption of Ordinance 2024-05 (An ordinance amending ordinance 2011-06 Security requirements for Nightclubs/Bars and or any establishment that allows consumption of Alcoholic Beverages on-premises)
With the following results: (4) Yes and (1) No vote. ( Ordinance is adopted)

XII. Introduction of Ordinance 2024-06 (An ordinance amending ordinance 2020-02 to include compensation for the Board of Alderman and Town Clerk for Special and Emergency Meetings)

It was motioned by Alderman Simeon Profit and seconded by Alderman Janice Fleming to adjourn the meeting at 7:55 p.m.
