The Town of Richwood met for the Regular Meeting held March 19, 2026, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:03 P.M.

V. Adoption of the Agenda:
It was motioned by Alderman Deneitra Ross and seconded by Alderman Janice Fleming to amend the agenda to reflect Item XIII. to show as an introduction to amend the ordinance that will allow Raises for the Aldermen)
- The record shall reflect that a vote was taken to adopt the agenda with the requested amendment to show as Item # XIII. as the Amendment Introduction providing a
Raise for the Board of Aldermen. A vote was taken to amend the agenda as stated.

VI. Adoption of Regular Meeting Minutes
It was moved by Alderman Deneitra Ross and seconded by Alderman Janice Fleming to adopt February 19th Regular Meeting Minutes and the March 12, 2026 Special Meeting Minutes as presented.
- The record shall reflect that a vote was taken to adopt the February 19th 2026, Regular Meeting Minutes and the March 12, 2026 Special Meeting Minutes as presented. with the following results: (4) Yes Votes to adopt the February 19th Regular Meeting Minutes and the March 12, 2026 Special Meeting Minutes as presented.

It was motioned by Alderman Deneitra Ross and seconded by Alderman Janice Fleming to adopt the Financial Reports as presented.

IX. Mayor s Dialogue
Mayor Gerald Brown addressed the forum and advised the Food Bank distribution in the Town of Richwood will resume Monday, March 23, 2026, at 9:00 a.m..
There will be a Health & Resource Fair at the Richwood Multipurpose Center on Wednesday, March 25th, from 10:00 a.m. until 1:00 p.m..
Mayor Gerald Brown also advised the forum that the Annual Town of Richwood Easter Egg Hunt will take place on April 4, 2026, at 10:00 a.m. at the Richwood Multipurpose.
The Love the Boot Clean up will take place on April 18th, and we will be participating in that event.
There will be the 4th Annual Lupus Walk on April 25th, beginning at the Richwood Multipurpose Building.
Earlier this week, the Ouachita Parish Police Jury released its comprehensive plan regarding the next 10 to 20 years, regarding some things they would like to get done in regards to the parish. It is not set in stone, but it is a framework and guidelines.
X. Debris Update:
Mayor Gerald Brown advised that the forum notification was received last week that the Town of Richwood s public assistance application had been approved. We are locked into receiving reimbursement for debris removal, and what we anticipate doing with the contract we received for the debris removal is having everything done; it s a 90-day window. Still, we anticipate having this completed in 45 days; they will likely make about 3 passes to ensure they have everything.
XI. Justin Nowlin from Acadian Ambulance: Presenting the Town with an AED.
Mr. Justin Nowlin addressed the forum and shared that he is the community and government relations representative for Acadian Ambulance, which has been a provider of ambulance service in Ouachita Parish since 2019, and continues to serve Richwood and Ouachita Parish.
Acadian is a Louisiana-based company that was established 55 years ago, and their corporate office is located in Lafayette.
Acadian is really big on community involvement and getting the proper equipment out into the community.
Mr. Justin Nowlin -shared with the forum that cardiac disease is one of the major causes of death. When the heart experiences cardiac arrest and stops beating, it is a time-sensitive situation; the two major things to help in the situation of cardiac arrest are early CPR and early access to defibrillation. Those things can completely change the outcome.
Mr. Justin Nowlin presented the AED defibrillation unit to the Town of Richwood, and advised the forum that they would like to serve Ouachita Parish as long as they can be here.
Mr. Ty Soileau- who is the Operations Manager for the northern Louisiana region with Acadian Ambulance addressed the forum and advised that Acadian has EMT and paramedic classes, and they also have high school classes called the Explorer Program, which are offered to anybody 14 to 18 years old who thinks they may want to be in this field. What we do is take those students, and offer them ride times, come to events, and take them to the helicopters, and show them our air vent base.
We are offering them the opportunity to see what could be next for them when they get out of school.
The EMT Classes we offer that are going on at this time has about 56 people from around the community, including people fresh out of high school, people in college, and some people currently working in local fire departments in the area; in those classes, we cover tuition and do all the great stuff, it is super fun, and super interactive.
XII. Adoption of Ordinance 2026-01 ( An ordinance amending Ordinance 2020-01, amending the Board of Aldermen’s pay date from monthly to twice a month
It was motioned by Alderman Donald Richard and seconded by Alderman Janice Fleming to vote on Ordinance 2026-01.
