Regular Meeting Minutes
May 21, 2026 7:00 P.M.
Members In Attendance: Alderman Janice Fleming Alderman Deneitra Ross Alderman Wysinger Cleveland
The Town of Richwood met for a Regular Meeting held May 21, 2026, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:05 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (3) Aldermen Present at Roll Call (2) Absent at roll call: Alderman Simeon Profit and Alderman Donald Richard
V. Adoption of the Agenda:
It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Janice Fleming to adopt the agenda as presented.
- The record shall reflect that a vote was taken to adopt the agenda as presented with the following results: (3) Votes Yes to Adopt the agenda.

VI. Adoption of the April 16, 2026 Regular Meeting Minutes
It was moved by Alderman Wysinger Cleveland and seconded by Alderman Deneitra Ross to adopt the April 16, 2026, Regular Meeting Minutes.
- The record shall reflect that a vote was taken to adopt the April 16, 2026, Regular Meeting Minutes with the following results: (3) Yes Votes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Deneitra Ross to adopt the Financial Reports as presented.
- The record shall reflect that a vote was taken to adopt the Financial Reports as presented, with the following results: (3) Yes Votes to Adopt

VIII. Public Comments as they relate to items on the agenda.
There were no comments; the agenda proceeded as indicated.
IX. Mayor s Dialogue:
Mayor Gerald Brown advised the forum that the dates for the town s Annual Juneteenth Celebration would be June 19th & 20th.
Mayor Gerald Brown also advised the forum that the purchase of the property on Martin Luther King Drive next to us was finalized.
Mayor Gerald Brown advised that the last of the debris pickup for Richwood was completed on Saturday.
X. Carl Robinson Jr. s Request (regarding the manhole covers)
Mr. Carl Robinson Jr.- addressed the forum and referred to a letter he says he had presented to the town regarding manhole covers in his possession. Mr. Robinson stated he entered into a contract of agreement with JBARR Construction that the manhole covers, which he states were placed on his property, were given to him.
Mr. Carl Robinson Jr.- stated he wanted to bring clarity to the issue to the Board through a letter he had written.
Alderman Deneitra Ross- advised Mr. Robinson that this issue had been previously discussed with him several times, and that there was no additional clarity needed.
Mr. Carl Robinson Jr. stated that he felt clarity was needed and proceeded to read the letter; upon completion of the letter being read, Alderman Deneitra Ross advised Mr. Robinson that this matter had been previously addressed and that, no, the letter he read does not bring clarity.
Alderman Deneitra Ross- advised Mr. Carl Robinson, Jr., that we have discussed this issue with you several times, and Mr. Williams may have advised you that you could keep the covers. I don t know, but he did not have the authorization to do so, and there is nothing legally, personally, or governmentally that we can do about this. Several times, I have advised you to let it go; we will not meet again concerning this issue.
The Board denied Mr. Robinson s request to provide him with a letter of authorization to sell these covers and advised him that this matter was closed.
XI. Shelia Jackson: Update regarding the Old Richwood High School Building
Ms. Sheila Jackson stated that her reason for being here tonight is to have the Board explain the reason or problem that we have not moved forward on this issue and how it can be resolved.
Mayor Gerald Brown- advised, based on his conversations with Mr. Nolen there is still pending litigation with this issue.
Attorney Jay Nolen- addressed the forum and advised that we do not discuss issues with ongoing litigation.
XII. Growth Investment Opportunity
Mayor Gerald Brown addressed the forum and advised that he sent the Board a letter regarding some potential things that I think we need to be looking at as we attack our next budget in terms of just some things we could invest in, organizations to try and assist us with economic development, and strategic planning. Federal advocacy and things of that nature. I am getting some hard numbers from them that I should have for you guys in about a week to 10 days. I am asking that you look at this letter and digest the information.
XIII. Executive Session: Police incident that occurred on Dellwood
It was moved by Mayor Gerald Brown and seconded by Alderman Deneitra Ross to convene to Executive Session at 7:52 p.m.
Executive Session Ended and Regular Meeting reconvened at 8:06 p.m.

It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Deneitra Ross to adjourn the May 21, 2026 Regular meeting at 8:06 p.m.
