The Town of Richwood met for the Regular Meeting held on October 17, 2024, at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting was Called to Order by Mayor Gerald Brown at 7:02 P.M.
II. Prayer- was offered by Mr. Nathan Brown
III. Pledge of Allegiance – recited in unison.
IV. Roll Call- Mayor Gerald Brown called roll with the following results:
The record shall reflect (4) Aldermen present during roll call.

V. Adoption of the Agenda-
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to amend the agenda to table Item # XIV. Resolution # 2024-17( A resolution authorizing the Town to enter in Section 218 Social Security Coverage(Absolute coverage group/ non-retirement system coverage group)
* The record shall reflect a vote was taken to amend the agenda to table Item # XIV( Adoption of Resolution # 2024-17( A resolution authorizing the Town to enter in Section 218 Social Security Coverage(Absolute coverage group/ non-retirement system coverage group) as follows: All (4) Aldermen present voted Yes to table Item # XIV.

* It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the amend the agenda tabling Item # XIV. Resolution # 2024-17( A resolution authorizing the Town to enter in Section 218 Social Security Coverage(Absolute coverage group/ non-retirement system coverage group).
* The record shall reflect a vote was taken to adopt the amended agenda which tabled Item # XIV( Adoption of Resolution # 2024-17( A resolution authorizing the Town to enter in Section 218 Social Security Coverage (Absolute coverage group/ non-retirement system coverage group) as follows: All (4) Aldermen present voted Yes to adopt the amended agenda.

VI. Adoption of September 19, 2024 Regular Meeting Minutes
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the September 19, 2024, Regular Meeting Minutes.
* The record shall reflect a vote was taken to adopt the September 19, 2024 Regular Meeting Minutes with the following results: All (4) Aldermen present voted Yes to Adopt the September 19, 2024 Regular Meeting Minutes.

VII. Adoption of Financial Reports:
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the Financial Reports as submitted.
* The record shall reflect a vote was taken to adopt the Financial Reports as submitted with the following results: (3) Votes Yes to adopt and (1) Abstain vote.

IX. Mayor’s Dialogue-
Mayor Gerald Brown – advised the forum of the upcoming Trunk Or Treat event scheduled on October 31, 2024 @ 6:00 p.m.
Mayor Gerald Brown- advised the forum of an upcoming Heirship Project that is will be hosted by United Way, on Thursday, November 7th at their office located at 1201 Hudson Lane from 6:00 p.m. until 7:30 p.m.
X. Presentation from Origin Bank
Rick Guillot the Origin Bank (Senior Vice-President, Commercial Relationship Banker), introduced himself and shared with the forum that the purpose of attending the meeting was to address the forum in the hope of obtaining the Town of Richwood’s business.
Mr. Rick Guillot – went over the submitted proposal information and advised the forum whether the Town of Richwood decided to allow Origin Bank to service their banking needs or not they (Origin Bank) still wanted to be a partner to the Town of Richwood.
XI. Presentation from R2 Rentals
The proposal representative advised there are several different methods that individual trash service can be provided to the Town of Richwood, ranging from individual service needs to the town’s cleanup days etc.
XII. Adoption of Resolution # 2024-15 ( A resolution appointing Bobby Manning as the Code Enforcement Health and Sanitation Hearing Officer.
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt Resolution # 2024-15 ( A resolution appointing Bobby Manning as the Code Enforcement Health and Sanitation Hearing Officer.)_
* The record shall reflect a vote was taken to adopt Resolution 2024-15 ( A resolution appointing Bobby Manning as the Code Enforcement Health and Sanitation Hearing Officer. with the following result: All (4) aldermen present voted Yes to adopt Resolution 2024-15.

XIII. Adoption of Resolution 2024-16 ( A resolution authorizing the Mayor to oversee the business on behalf of the Town of Richwood regarding the Delta Regional Authority Program 2025 Community Infrastructure Fund
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt Resolution 2024-16 ( A resolution authorizing the Mayor to oversee the business on behalf of the Town of Richwood regarding the Delta Regional Authority Program 2025 Community Infrastructure Fund.
* The record shall reflect a vote was taken to adopt Resolution 2024-16 16 (A resolution authorizing the Mayor to oversee the business on behalf of the Town of Richwood regarding the Delta Regional Authority Program 2025 Community Infrastructure Fund) with the following results: All (4) Aldermen present voted Yes to adopt Resolution 2024-16.

XIV. Adoption of Resolution 2024-17 A Resolution authorizing the Town to enter in Section 218 Social Security Coverage(Absolute coverage group/ non-retirement system coverage group).
* Item was tabled by amending the agenda.
XV. Adoption of Resolution 2024-18 ( A resolution authorizing the Mayor to use $ 40,000 from the American Rescue Plan Act to purchase three police vehicles and lease $45,000 from First Government Lease Co.
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt Resolution 2024-18.
* The record shall reflect a vote was taken to adopt Resolution 2024-18 ( A resolution authorizing the Mayor to use $ 40,000 from the American Rescue Plan Act to purchase three police vehicles and lease $45,000 from First Government Lease Co. with the following results: ( 3) Votes Yes and (1) Vote No to adopt Resolution 2024-18.
